Hailing from a modest agricultural family in Prakasam District, A.P. with rural background, his educational achievements are an excellent reflection of his dedication and commitment. After graduating in 1975, PG qualification in General Surgery and M.Ch qualification in Plastic Surgery in 1981.
He opted to join Govt. service. His commitment to high ethical & moral values in the practice of medicine, made him dear to all students and faculty. In the year 1989 he was elevated to the post of Professor of Plastic surgery and posted to Andhra Medical College, Visakhapatnam and worked till his retirement from Govt. Service, in May 2008. During his tenure as HOD, the department of Plastic Surgery at King George Hospital developed beyond anybody’s expectation from meager bed strength of 7 to 40. Impressed by his commitment & devotion to the profession, philanthropists came forward with donations to set up a 20 bedded exclusive burns ward in KGH.
The Plastic Surgeons Association of India has selected him for National and International travelling fellowships. His area of special interest has moved to get special training under Late Dr. Jamal of Tanjore (TN) and got trained management of Filarial elephantiasis. In 1993 he underwent special training in United States of America on “Cosmetic Surgery”.
On retirement from Govt. service after superannuation he took over as Director in Gitam University and was instrumental in developing Gitam Institute of Medical Sciences and Research at Visakhapatnam. It is first of its kind in getting deemed status in Medical Sciences in AP. He voluntarily opted out from there and later took over as Director of Visakha Institute of Medical Sciences in December 2016. After a short stint he moved to occupy the chair of Vice Chancellor of Dr. NTR University of Health Sciences, Vijayawada. In October 2019 he resigned as Vice Chancellor and joined Gitam deemed to be University as Pro Vice Chancellor looking after the Medical Wing. In July 2023 he joined Dr.Pinnamaneni Siddhartha Institute of Medical Sciences & Research Foundation as Director. Dr.C.V.Rao, known for his simplicity, dedication, straight forwardness and administrative skills, is an asset for any organization. He is fond of avoiding hierarchy system and loves to work in tandem with colleagues.
